June 17, 2021: ECOWAS Ministers adopt the General Rules of the ECOWAS Certification Mark (ECOQMARK)

ECOWAS Ministers of Trade and Industry met on June 3, 2021 to discuss key regional and continental trade-related developments, institutional arrangements, regional industry standards and the response to Covid-19.

Supported by their respective industry and trade experts meeting on May 27 and 20, they reviewed and adopted the following five regional standards on energy performance of electrical appliances, water and sanitation:

- ECOSTAND 081: 2020 - minimum energy performance standard for electric comfort fans.

- ECOSTAND 084: 2020 - minimum energy performance standards for televisions.

- ECOSTAND 085 : 2020 - minimum energy performance standard for electric storage water heaters.

- ECOSTAND 086 : 2021 (ISO 24521) - guideline for on-site management of basic domestic wastewater services.

- ECOSTAND 087 : 2021 (ISO 30500) - on-site sewage systems.

They also adopted the ECOWAS Procedures for Harmonization of Technical Regulations, the ECOWAS General Rules for the ECOWAS Certification Mark (ECOQMARK) and the post COVID-19 industry revival program in West Africa.

The sectoral ministers recommended them for approval by the ECOWAS Council of Ministers which, at its eighty-sixth ordinary session held on 16-17 June 2021, adopted them.

It should be noted that this achievement is the fruit of a long process that began with the West African Quality System Program (WAQSP) and continued under the current West African Competitiveness and Quality Infrastructure Project (WACQIP), a regional component of the Africa Competitiveness Program (WACOMP). Both WACOMP and WACQIP were implemented by UNIDO and financed by the European Union, for the benefit of the community organizations ECOWAS and UEMOA;

In fact, all the documents proposed, which formed the basis of this achievement, were prepared by the experts of the Community Conformity Assessment Committee (ECOCONF), the Standardization Committee (ECOSHAM) and the technical regulations set up and/or operationalized through the WACQIP. UNIDO commands the leadership of Commissioner Mamadou Traoré and of the technical coordination of the WACOMP managers, who greatly contributed to this success.
